Because they don't know that. In most case those around him when he died never saw him come back before. The scene were he got shot by Owen I think Gwen was the only one who knew and the scene were he got killed in from of Rose or Martha they didn't know either. His second death (in this video) was the pilot episode of Torchwood and only him knew at that point he would come back.

Miracle day actually messed up the show. His blood is not the key to his immortal otherwise his daughter would have inherited his immortality. It was explained by the Doctor in Utopia that Jack is a fixed point in time like a picture and thus cannot change.
