I think they're trying to give new people a vague idea of who Jack is, *without* spoiling anything. Honestly, it's too specifically and almost universally *not* important scenes they picked, for it to be an accident. This is all flavour, and no substance, so "go watch series one and two of New!Who yourself, baby Whovian, hope this wetted your appetite! Adults-for-whom-thirteen-is-your-first-Doctor might be interested in Torchwood, but we'll be slyer about that so it goes over the babies heads (and we have less rights to and thus profit from that but shhhh)."

Erika Fiore I feel like if Jack and Capaldi’s Doctor were to meet, it’d bring out the deeper or more serious side of Jack. The depressed part of him that craved death- like you see in Torchwood. Different than the hyper sexual, carefree Jack you see in Who. It’d be a nice pairing honestly. A good heart to heart- like what they did in Utopia, except Capaldi’s Doctor may handle it differently than Tennant’s.
