I haven't played this game and don't know exactly how damage or killing enemies work exactly, but I think I might have some advice. While going for the head obviously does Insta kill Levels of Damage to most enemies, but if it doesn't work the first few times or after stripping the skin from their skulls, then try aiming for other parts. The parts that are already skeletal likely don't take anywhere near as much damage and honestly hacking if their limbs is gonna be more helpful then chipping away at the skull bone or trying to pry the vertebrae apart.
