so its basically abnormal or neoplastic cells which are growing in their normal place or like u said limited to its region , it has cellular features like malignant but there is no invasion through the epithelial basement membrane hence no metastasis so lastly complete excision of the region can cure it. bowens and pagets disease are examples ?
