is the gauging standpipe you showed slotted at any point in the pipe? does it cut off at the bottom? this is where cargo measurements are taken with uti?

Guaging standpipe is cut off only near the bottom

Good day. I was in dry dock o/b of VLCC "Delta Apollonia" 2015 year built. So the ship was not old, but chineese manufactured. The video captured in 5 Center cargo tank.
