Except it happened this episode. Every place of destruction we see them investigating we've seen Saitama do it in the show. The monster that was in City Z (with the konbu seaweed hair) was met by Saitama while carrying his groceries home. It's meant to be obvious (and a joke) that the big terrifying monster that is living in the city is Saitama.

I think the monster's "tentacles" were basically kombu which is a type of edible kelp japanese people use to make soup (yes the stock Saitama forgot to get from the supermarket :V)

Very wholesome to see people experience my favourite anime of all time, more than 7 years after I first saw it. And finally with a third season on the way. A very very mild spoiler for season 2 is that it was done by a different anime studio and is simply not as good as season 1 but I still enjoyed it quite a bit. People just over-reacted because it was not the same studio.

No, the animation had a dip from the blow your head out of the first season to the decent one of second season. It is decent animation but the dip in quality put people off. Unfortunately, I am one of those and knowing what will happen later on left me a bit disappointed on where they ended the second season. Then reading more of the manga, I think they made the right choice. Well, the second season finally gets an over arching story. So I suggest trying to pay more attention to that.

One thing , most already said that Saitamais the monster in city Z. But the most likely reason he lives there is because the rent is cheap because it is abandoned. Also not all the city is abandoned , these cities are gigantic , so only the general area of Saitamas's apartment is quarentined.

There's a fan theory that Saitama failed the written test because he answered every question with some variation of "punch it." Also, the manga shows that he didn't kill the seaweed monster; he just ripped of it's tentacles.

Saitama actually did let that monster live, it is never mentioned in the anime though. The monster in question's name is Konbu Infinity and she is threat level Tiger.

Just for heads up, since one punch man is a parody, it tends to make fun of stereotypical anime plot, like building up villian backstory and ending in a very sudden swift death which the opposite of typical anime is to have a plot development. Like how monsters pop out of nowhere, very random and often, like naming of things are deliberately done ordinary like naming every cities a-z and such. Which in its own sense makes this anime a great show. It's one of a kind. Thank you for liking the show so far.
