I asked JASRAC (Japanese copyright group) if there is a way to publish the score of Japanese songs overseas. They answered that I need to negotiate with a suitable copyright group in each country. It's very difficult for me to do it myself only (T T) Really sorry... I need to study more about abroad (＞ ＜;)
