Exactly.. When you are going to completely redesign the face why not make it in Illustrator so you'll have a vector file.

Indeed, it's more logical to do this in a vector program, like Inkscape or Illustrator - unless you want to automatically convert a real photo into vectors through filters, then PS is the best choice. But nice work, I have to agree.

I was going to attempt this as I've been using photoshop since version 3 (not CS 3) and I draw as well. It's just a lot of pen tool work and tracing, but having a good eye helps a lot. This guy is very talented, but you could do it given enough time. Just start with large blocks of color, and continue to get finer and finer. Eventually, by Valentine's 2020 you should have it!

BTW this tutorial is not useful if you are a beginner. firstly he starts out with two groups of layers merged already., secondly this is a sped up video of him editing, he is pretty good but this is mainly for intermediate or advanced tutorials.
