I think the game is an allegory for reincarnation. They're walking through Little Hope and getting glimpses of all of their past lives, a history of their very souls, and the Curator is there to provide them with the...' literature' to help them piece it together. As he said, Death isn't always bad, but he has his orders from the higher-ups that he cannot help them beyond vagueness. If the player keeps everyone alive they have a chance to reincarnate into a new life, but if they die in Little Hope, they have to go into the true afterlife. Little Hope is purgatory and them facing their past selves are the trials of forgiveness so that they can have another chance to do better. It's pretty fitting considering some mythologies say that there are trials that should be overcome: a karmic justice, if you will. I also think the Curator enjoys his job because as he said, he gets to see everyone at least once, so he can have multiple interesting interactions with those who swing between purgatory and the afterlife. That way, he has a constant stream of companionship - and possibly meet that person again, but in a different form/life. He's definitely an interesting being.
