@@jenniferrandolph4115They do some of that. Mostly, from what I've seen, they use "I do not understand" the exact same way they use "I would like to challenge jurisdiction." They *think* they've found a loophole in both cases... for challenging jurisdiction, they believe that the case can't continue until the court proves jurisdiction to them, whereas the truth is that the case can't continue unless somebody in the prosecutor's team proves jurisdiction *to the judge.* As soon as the judge is satisfied that this is the correct jurisdiction, they can roll right along... but they don't know that, and they *believe* that they've found a way to hold up the proceedings indefinitely. It's exactly the same thing with "I don't understand." They read someplace that they were required to be provided with a chance to read and understand the charges against them, and they mistakenly thought this meant that, until they admitted they *do* understand, everything has to halt. They're wrong again, of course... all that's necessary is that they be given a copy of the indictment in a language they are known to speak (or with an interpreter/translator). They are required to be offered the *opportunity* to understand it. Whether or not they choose to *use* that opportunity is their own damn problem, which means that no matter how many times they say "I do not understand," the case can still proceed. But they don't (if you'll forgive the joke) understand that. So they keep babbling away about not understanding the arraignment. It won't get them anywhere.
