Case of the hybrid steam system

The forty year old steam boiler had to be replaced. It was leaking and unreliable. I didn't want to bid on the project because I was on the parish council and felt it would be a conflict of interest. I did offer to review the bids. The contractors all bid replacing the single steam boiler with another single boiler. I had a different idea and it worked well.
