I'd love to play the Dutch, but I'm a 600, and queen's pawn openings are rare (which would make it difficult to learn I think). As a Caro main, I usually just play some "I insist on playing the Caro" style queen's gambit line.

It's not a particularly great idea. The idea of the Caro-Kann is to take the pawn on e4. If they play d4 c4, there's no e4 pawn to take and things can get more complicated.
