Guest speakers Jeff Schlegelmilch and Ellen Carlin joined RAND's Disaster Management & Resilience Program for a discussion about their book, Catastrophic Incentives: Why Our Approaches to Disasters Keep Falling Short. The authors examined 20 years of disasters from the 9/11 terrorist attacks to the COVID-19 pandemic to show how flawed incentive structures make the world more vulnerable when catastrophe strikes.
