The hooded figures are timed quests, if you won't finish them fast enough, you will lose the quest and the reward (but you won't lose the "finish all quests" achievement), so better finish them fast. There are 4 in total, on small Islands between the big 4 islands in the corners. They always ask for 3 fish that can be anywhere between the 2 big corner islands closest to them.

The rewards are just books so it's not game changing, I'm pretty sure one of them has a 15% speed increase book which is really nice but it's in the endgame areas which is pretty pointless at that point unless your going for platinum.

Careful Drae! All of the hooded figures' quests are on secret timers. If you don't complete them within a certain amount of time, you'll arrive to find them dead of starvation on their rocks, and the quests will end unresolved.

If you check the book you can sort by fish location to find where to get the Snake Mackerel. It's a Coastal fish so check the coastal section of the book. Also honestly just driving around with the net is a great way to get those fish, they don't spoil in the net so you can just stock up on fish.

You should use the atrophy ability more. You can create a shockwave that will send all the critters flying into the air and they all will land in your boat. And the best part is that you don't need a rod, a net, or a pot to do so.
