I have seen many carp some as big as that in storm water ponds near my house is that how they get there they are put there by the city to eat algae? One time I saw an osprey dive in and catch one about half that size.

This is common. I see it every once in a while and even watched how it happens one time. These big Florida softshell turtles will chance these carp and take bites out of their tales till they slow down enough to catch. This fish isnt long for the world. I've watch softshell turtles do this many times.
