We get student bursaries and loans in the UK, if you apply for them, and a fraction of that money is meant for us to spend on art supplies. Students whose parents earn more than a certain amount of money have to fund it all themselves. The loans just add more onto our ever-growing tuition fee debt, though...you'd think that they'd use part of the £27,000 that each student has to pay on good quality art supplies ;ㅅ;

in malaysia, student can apply loans and they can use those money to buy supplies, if not then they're buying with their own money (like me). but every once a year, students receive book vouchers that can be use to redeem books and other school supplies.
