What did it end up being? Throttle cables?

No, the 4 individual sync screws (NOT the mixture screws; the screws with the little lock nuts that you use to sync the carbs) were showing too many threads. I lowered the slides until about 3-4 threads were showing, re-sync'ed the carbs and that cured it. I used the "German method" of setting the slides by measuring the bell crank.
