It's because she's an addict and she's getting pissed off because someone is taking all the booze and she doesn't want to risk being sober. She had the same retort in the first episode, saying something along the lines of "you've already had two glasses it's not fair to others". It's funny because even Emma picked up on it in the first episode that she was already drunk when she came in to the house... It's just typical alcoholic behavior.

Amusing to see Carol lecturing Charlotte about drinking, when the night before Carol had to be carried to bed by Charlotte and Mario, and then got tangled up in her trousers and had to have Sophie undress her! Mario looks a lot better without that stupid hair quiff.
