Well of course he is. He didn't need to win the primaries based on the success of his campaign, which was a burning failure that was lucky to have convinced enough people in the right places to win the general election. He's so smug because he knows that he'd win because of infighting happening around him that was dividing the party. Had Cruz, Rubio, and the other Republicans worked together, their voters would have outnumbered Trump's bloc and eventually would have forced him to leave the election like he should have.
