no it's not lol. I've lived in Sacramento 47 years and the only crime I've ever seen or experienced was my car being broken into in downtown sac because my gf left her purse on the seat on NYE. Try going to red states and cities like Memphis, St Louis, Little Rock, Houston, Atlanta...makes Sacramento and California look like a playground. Blue states are notoriously safer and less impoverished than red. It's just a fact. Do some research. Even Republicans know this lol.
