Complimenting someone and flirting is fine but saying you won’t let them do their job and interview you unless they open a few buttons is harassment. One of the women said that he should undo a few more buttons or she won’t speak.

It just didn't give off the vibe that he was against what was going on whatsoever. He could have been secretly uncomfortable, but I highly doubt it. The threatening to not talk a) seemed pretty flimsy and not serious the way she said it and b) wasn't even mentioned until after he had already unbuttoned one of his buttons. The line between flirting and harassment always seems to come down to whether or not it's consensual or whether or not what's being said is making the subject feel uncomfortable. Literally nothing about this gives me the impression that this wasn't just them flirting and the guy going along because he was into it.
