Pay the admission fees and select upgrade after if u will get selected in any upper college in the 2nd list you can apply for that . The first admission fees will be transferred to the new admission fees so no worries about the fees .

You have to take admission now wherever you've been allotted a seat...then you can turn on the upgradation to move upwards if applicable
