regarding rules-based-order, and aggression, Sestanovich tells us "Putin says the West is trying to destroy Russia" and using radical extremists in Ukr to undermine Rus. Sestanovich tells us this is Russian propaganda but I don't think of Rand as Russian propaganda. "Extending Russia: Competing from Advantageous Ground" is a Rand research paper from 2019, describing that approach almost exactly.
