I just thought of another mechanic that should be in the game. When somebody breaks cuffs 1st time then make it look like he has 1 hand cuffed and runs away with cop's handcuffs so that cop cant handcuff until he gets new set of handcuffs.

Wicked *ss thought... Pre plan: Before you get the heist car out of the garage. Set up back up car's anywhere in one spot. then have a single person stay there and tuck. Next: proceed with the heist-get car out-remove tracker. Once you've got that, ditch the heist car near stash car's, all occupants hop out and use stash car's. stash car's drive off in different directions. Final: Once cop's start chasing stash car's, no cop could pay attention to heist car leaving them to think it's abandoned and irrelevant. That's when you just finish the heist. Just going out on a limb, don't know if server would allow this, but worth a shot.

There is a green line at the top and bottom of the hack, there are 4 directional arrows per block you press and try to go to the bottom block with a green line(you can only click on 1 arrow per block). To successfully hack you have do it within the time limit as well as pressing the correct arrow that leads into the bottom green line.
