yeah but Benji likes to lead and he wouldn't be in a high position if he were in CG. He likes being on every heist as well, and since he's not a great hacker there wouldn't be space for him on heists with the main crew. He's better off being in his own gang with Ray since he enjoys heists a lot. If he were in CG then he'd definitely have a lot more fun constantly messing with the cops, which he's said on stream he wants to do more of that like CG always does
