It doesnt. they still needed government backing to get hard currency to buy the machines. this is a good way for small scale development but not an alternative for outside investment on a national scale. those 16m are all adding to inflation in the current situation. Their president is very clever, devaluing their currency to buy machines, but it will not work on a larger scale.

Here in Uruguay there are lots of companies funded by the people, we call them cooperatives. One of the biggest (conaprole) reported a +$250M dollars in revenue in 2020, now they export to more than 50 countries around the globe and it's owned by more than 1700 farmers. Their products are top-notch quality and that helped them become a staple of uruguayan's diet. Preventing foreign competition. Socialism works when the gears are well-oiled. But the real works now begins, people need to protect their investment both from foreign interest and domestic corruption. DO NOT LET YOUR GUARD DOWN!
