Wait a second. If both Anil and Bala are aware of what each of their outcomes will be when taking different decisions, couldn't Anil (or Bala), switch to making Cassava, and endure making a loss for a season, which would then persuade Bala to plant rice, since earning 4 is better than earning 0... and so they could reach the optimal equilibrium without ever contacting one another???

If this were a repeated game rather than a one-shot game, that might be a possibility. The rules of the game are important.
