Thank you so much! I just have a question about this. In the first matrix, we know that both Bala and Anil choose Terminator is the Nash equilibrium . I wonder if we change the rules of the game, would we get both Bala and Anil choose IPC ?

The short answer is yes, we can definitely get them to both use IPC if we change the rules. That could be an enforceable contract in which they both agree to use IPC. It could be a tax on terminator that makes it less profitable. It could be a ban on terminator so that it's illegal to use it.
