I am thinking that Fammi does want Yoru to be as powerful as CSM, but I think it's more sinister than that. She's probably an advocate for a relationship between the two of them and she wants this because she wants Denji to be hers so that when the death devil shows up chainsaw man/the chainsaw devil can become a weapon wielded by the war devil.
