The number of times they get away with going in the bus lane probably far outweighs getting caught and paying the minimal fines. The penalties are so minimal, and virtually no consequences. When GA says "it could turn out very different in other countries", when the vehicle continues straight into the enforcers, I can imagine what they are.

You can't really fault them if they're attempting to evade the traffic enforcer. See, here in the Philippines, if you've got wealth and influence, the law doesn't seem to apply to you, much like those vehicles with congressmen inside or, say, the car with the number 7 plate belonging to Senator Gatchalian, just as an example.
