This didn't work for me on the current version of Android Studio. But what did work is adding the user variable "ANDROID_AVD_HOME" instead. Then create new AVDs and they'll go into the specified folder. And don't forget to delete the contents of C:\Users\Gavin\.android\avd (obviously, replace "Gavin" with your Windows username), or else the old AVDs will simply be taking up space.

Worked for me as well. Be sure to restart Android Studio after adding the env var for the new path value to take effect

Thaks to this tutorial, I could solve "Change AVD location in Windows with Android Studio...blah blah " Error, and run the AVD successfully along with this message, "Install successfully finished in 640 ms.: App restart successful without requiring a re-install." Now I see the old and good "Hello World" first android app running on the AVD. Good job, sir, this short tutorial uploaded in 2016 saved me today in 2019!
