exactly!!! you are 100 percent correct. Almost every video we see where police brutality is involved, the police are escalating the situation within moments of someone not "complying" with an order. It is disgusting to see how many cops are so quick to violence.

Any cop who uses the term "ride the lightning" needs to go. Use of this term indicates an eager willingness to deploy this weapon on a fellow citizen. And THAT indicates a person with mental or emotional issues, OR, a sadistic psychopath.

There will always be a problem when you have to write policies and procedures in order get folks with guns and badges to treat people with respect. Seems like common sense to me.

It would just be common sense if the rank and file officers easily understood concepts like "people'" and "respect." Absent that capacity, the only way to regulate them might be with written instructions. Of course, even that route might not work if the chief also has difficulty grasping those concepts.

Wow, the Chief is being "Two Faced" now is trying to save his own job. He first thought the "First Actions" of the officer were correct, but the officer's missed an opportunity to de-escalated. He ONLY fired him because of the "Viral Video", this is why ALL video cams should be accessible by the public at any time AND you should ALWAYS film your interactions with police.

The Chief only fired the officer with the anger management problems after the video went viral on You Tube and still thinks his officers did nothing wrong. Attitude starts at the top and if that is the Chief's attitude, little wonder his subordinates are following his example.

$25, 000 for training is not the answer. The younger officer lied on his report and the fired officer was comfortable approaching the Lt. and signing, 'Riding the Lighting'. The only difference was the bodycam. See what people are doing day in and day out.

@@John-cq9ew how about the Army Lutenant did not have his tags displayed even though they were properly displayed and visible in the back glass in accordance with the Law for 1 along with several other details involving the traffic stop including the Lutenant behavior and lying about the police officers behavior and actions they took. In long and short of it the police officers "report" was nothing but a fabricated piece of science fiction.

try this: every year, cops have to take and pass a basic constitution test, as it relates to police interactions with the public. Things like, when you can or can not require ID, or when you can or can not un-holster your gun. Then, when they break those rules, they can't say they didn't know, or their training didn't cover that. There is a record of them knowing. This effectively removes qualified immunity without having to pass some kind of law to that effect. That means when they get sued, they pay instead of the city or department. It's called personal accountability, and it is what is severely missing from policing and must change.

You don’t need to hire people to tell your officers that treating ppl with respect while maintaining vigilance of the dangers associated with police work is all you need. I just solved your issues in 2 sentences, police need to police eachother as well... be your brothers keeper because you never know what the other person has gone thru on any given day and in a matter of seconds, brash decisions can be life altering!!!

Well start by getting rid off the chief, and bringing back the traditional uniform look and maybe have a physical agility standard with semi annual physical agility testing along with departmental policy training and training in the use of force.

I've often traveled on route 13 going to Virginia Beach, and it's a known fact that all those little small towns are speed traps for tourists from out of town. The speed limit jumps from town to town. And if you're even 5 miles over, they're hiding somewhere waiting to ticket you. I was always warned to go under the speed limit and be very careful. They have to line their pockets somehow.

Technology needs to step up. We need a high-speed live streaming video camera for a police pursuit. While it is on recording and cannot be tampered or edited. This is to make sure that the cop can't do any harm because they are being coached throughout the process of any interaction.

He's never seen a traffic stop like that in all his years on the force. He says that on camera too. That just tells me that he doesn't look at any of the body cam footage. It's not so much about policy as it is about knowing what's going on in your department. Or, more likely he is lying through his teeth like usual to protect his criminal gang.

Here's what would work 100%. Congress in every state pass laws to do away with 'Terry Stops' and Qualified Immunity' require every employed LEO to submit to Psych Evaluation by a qualified Professional NOT affiliated with LEO's or their Union, twice a year and pass the evaluation to remain employed, payed from their own pockets. This will weed out all the Career Criminals with badges. I've only met one good cop and he was fired for not writing enough tickets. The other I thought was good (my X Father in Law) turned out to be a Tyrant like the others he worked with. The problem is they may get into Law Enforcement for the right reasons but there is the Thin Blue Line and the Bad Cops turn the good ones! Why must us Taxpayers be responsible for their Criminality?

If the chief refused to issue a public apology on behalf of his department for the violations and misconduct of his officers then say that "The situation was handled well" and starts victimblaming the Lt. Then the chief needs to go too. Start the department all over again with a fresh start and WELL TRAINED OFFICERS. No one wants to go because he's not trying to really fix anything.

Most law enforcement officers should attend some form of de-escalation training in a continuing education program. Grade them after a practical test. A passing C grade will require that officers repeat the training AND attain a B grade or higher. Repeats resulting in Cs confirms that they are in the wrong line of work...

When the LT. didn't pull over as soon as the lights came on, he was defying the authority of the badge. Disrespecting the officer. A majority of police officers believe it is 'US', the blue gang, against 'Them', all others. Respect is earned. What I saw was ego and fear. The Lt. feared for his life and put both hands outside the vehicle. The young police officer has his gun drawn, his firearm! That is fear also. If he is going to be afraid to pull people over he shouldn't be in law enforcement.

This Chief takes no responsibility for the actions of his officers. He stood behind them and said they did the right thing yet he fired one go figure. He needs to be the first in line to be fired after everybody involved in that atrocious traffic stop. Windsor you really need to clean out your PD are there going to break you taxpayers.

The chief can say all he wants to about changing his towns reputation, but it will always be though of just like Colonial Heights outside of Richmond, a speed trap with a bunch of snarky cops who love nothing better than writing tickets. I have driven thru Windsor for over 50 years on my way to Lynchburg, and I can tell you, it has not changed. When you come into Windsor on route 460, either way, you better be sure your documents are in order and you stay under the speed limit, because there is always a cop lurking in the food lion lot or one of the other businesses, waiting for someone who is unaware of where he is. This one bad cop just brought to light something that has been going on for years.

Part of the earliest investigation showed that the Windsor Town Council depends on the police department to bring in money -- charging out of town drivers and creating fines to bring in money. I would bet this town also depends on "civil asset forfeiture", stealing cash from citizens.

May we ask why the people of WINDSOR should pay an outside agency/company $25,000 to teach police policy? If/when policemen behave unlawfully by causing another man injury/ damage/loss/harm, then THEY are liable for THEIR actions. Please remember that the police are NOT volunteers.......the people of WINDSOR are ALREADY paying them. Do the people & police of WINDSOR need an outside agency to teach them decency, honour, standards, ethics, manners, civility ? May we ask whom is it that equates POLICY... with LAW?
