i am doing business diploma in Kitchener Conestoga and my wife here with me on visitor visa . can i apply open work permit for her inside Canada ? the rule applied for people who inside Canada?

Hello please can you help me with this question had FSW profile and was admitted in January. This July I got ITA under CEC, I need 1650 hours and I only get them in two weeks. I already accepted ITA should I summit now or after two weeks. That's when it will be 1650 hours although in months it's 12 months now in Canada
