You can do this or you can play with the RICE mod that not only adds a ton of culture stuff but also allows you to play as Rollo and a number of other interesting characters

Seeing as you're up for using the console, here's an idea; Starting as a minor in the far north east (Chuya, for example), use the console to turn yourself feudal (or clan, if that's your thing), and try and survive as a feudal nation surrounded by tribes. In the long term you'll outscale them on tech, but you have to survive first.
