I think that is Joanna Lumley in the British Telecom advert at the start of a second batch of adverts including Castrol. Looks like Liza Goddard for Lenor. She would later play Mrs Jessop in the ITV/Central/Carlton children's series 'Woof'! that ended in 1997. TSB as it was back then (formerly Lloyds TSB) established in 1810, more than two hundred years ago.

With different styling, the Set Two woman could have won a Kate Bush impersonator contest. Interesting to see Tom Baker wearing a pastiche of his Doctor Who costume.
