The Casey Review says the UK's largest police force is “broken”. The racism, misogyny and homophobia is inflicted on the public they are supposed to protect as well as fellow officers.

And it isn't just the shocking individuals like rapist and murderer Wayne Couzens and serial rapist David Carrick. It is institutional and systemic.
One female former officer we spoke to said she felt like a “fish in shark infested waters”. Labour accused the government of dangerous complacency.
And a warning, this report contains language some viewers might find offensive.

'Institutional' means that such norms, practices, and values are deeply imbedded in the culture of the police. It's a embarrassing to admit, but it's unarguable.

Everyone in the UK has known this for ever, so this isn’t surprising in anyway at all? All reports from the public backed this up, the problem is very obviously inaction from the police, who still investigate themselves????

I'm certainly surprised. I lived in the UK for ten years (South London.). I know the history of these issues there, but i must say that sometimes I notice Britain holding itself to admirably high standards - but so much so that the extent of a problem is exaggerated a little bit. But ... I'll take this report at face value. They say there's more of a problem than I ever noticed, so that's currently the best source of the information on the subject. So be it.

From your comment it seems you have left the UK, 10 years is a long time and I'm not sure what time your specificly talking about, but when it comes to our police - this has been a problem for a long long time. I don't think demanding honest, safe policing is setting to higher a standard. Its calling for them to be accountable, just as any other person would or should be.

Police officers can act with impunity. Even when a police officer has been found guilty of gross misconduct, they still remain a police officer. Until civil claims against police officers come out of the pockets of offending officers, no significant change will occur in the poor behaviour of officers towards the general public. All Metropolitan Police officers must be reminded of the Peelian principle: “The police are the public and the public are the police”.

There should be liability insurance like doctors have. That way they'll be uninsurable after being sued however many times and no insurance, no being a police officer. Why are people in nearly every other sector held to higher standards than cops? Because cops used to be gangs of crooks that worked for the rich and that attitude was never stomped out of the institution.

@JC My parents left South Africa in the early 90's. The ignorance is almost palpable. We left our home bc of the oppression of white imperialist capitalism. Now, I've made a life in the UK and point out the connection between its history of racism and its connection to the world we live in today. "I should go back home". I'm speechless .😂

@@kevinb9830 When the policies, procedures, operations and culture of an institution reinforces individual prejudices and is reinforced by them in turn. When an organisation fails to provide an appropriate professional service to the people that use it due to their colour, culture or ethnic group. If racist consequences accrue in an institution due to their customs and practices it doesn’t matter if the individuals maintaining those practices have racist intentions the organisation itself is institutionally racist.

I read some of the Casey report this morning, on one hand the complained that Officers aren't reprimanded (even though the majority of complaints had no case to answer), and on the other they complained that more complaints were made about BAME Officers. Do they believe these complaints, or do they only take ones against white Officers seriously?

This is the legacy of a deeply ingrained culture of police brutality, an 'us and them ' mentality. I was surprised to see the charges for the police officers, because so many get away with it. There's a chance that justice will be served on these men. An institutional shift is needed; policemen and women must always be held accountable if we want their individual and collective attitudes to change.

What makes racism, misogyny, homophobia etc. institutional is that it is tolerated. When those who complain are seen as the "trouble makers" and those who perpetrate this behaviour are protected and treated leniently. That's what makes it institutional. The term has never been applied to suggest that ALL police officers are guilty or even that a majority are guilty of these crimes. The "rotten apples" have to include those who turn a blind eye, or treat this behaviour with a gentle slap on the wrist or when guilty officers are transferred elsewhere rather than sacked. Officers who report misconduct should be commended but, instead, they are often ostracised not only by colleagues but also by senior officers right up to the top. Even if only one or two officers are guilty of these crimes, as long as the priority is focused on hiding the problem rather than addressing it, then the crimes are, by definition, institutional.

@@mogznwaz If that was the reason why some officers are racist, misogynistic, homophobic or whatever, then it would apply to ALL officers. But that isn't the case. I don't doubt that there are many aspects of the job that can mess with you but most of those who are eventually convicted had a history of domestic violence before even joining the force. It's a job that provides quite a lot of power over others and considerable opportunities for corruption. So the vetting procedure has to be far more robust than it is.

@@kevinb9830 Poverty is the mother of crime. Black people are disproportionately poor, because of historical discrimination. You give a person no choice but to turn to crime to survive when you criminalise them in childhood. Look up the school to prison pipeline. Do you think it's OK to violently arrest a primary school child? What about the militarisation of the police and their killings? That's not defined as violent crime, is it? It should be.

​@@kevinb9830 The moment that the discussion becomes a comparable study to include 'whites' in the way you have here is the same moment the issue of institutional failings within corporations such as the Met Police become trivialised. White people are never attacked or persecuted by the police on account of their ethnicity. The example scenario used of a white schoolgirl being mishandled [and not reported upon in the media] as was the case recently of the black teenager who was unlawfully stripped search takes the discussion into unhelpful territory. The familiar narrative of 'what about us' as opposed to let's look at identifying the causes of one issue and finding the solution(s) to it is a flawed measuring stick. Racism should be called out for what it is without the need for a significant proportion of the population to become defensive and offer comparable studies as rebuttals to historic and institutional failings. I would agree that poverty is a main cause of violent crime and the stats show that blacks are disproportionately represented in the criminal justice system, however the stats also show that blacks are at a significantly higher risk of being victims to violent crime; i.e. black on black crime. The issue therefore is not only born out of poverty but also has deep psychological factors at its root. The issue of how we as a society challenge and remedy ourselves can never be found with the "us against them" mentality that remains so prevalent amongst the thinking of significant sections of the population. I reiterate that the Met Police should be held accountable for racism and misogyny where found in it's organisation and commentary around this is better served if we refrain from descending into false comparisons that seek to absolve institutions from their own systemic failings.

The initial vetting procedure when joining the police, needs to be much more thorough. Then, whilst serving, a further vetting assessment is needed at 5 year intervals, in order to ascertain any changes in a individual's attitude, performance, conduct etc. This 5 year assessment needs implementing soonest for current serving officers, throughout the UK. Also, offences on a scale, such as, predatory acts, committed by officers, should not be dealt with 'in house' but should be immediately dealt with by an independent body, which is marginally represented by Senior police officers. For decades, Joe Public has been led to believe that society's, civilian miscreants, have been responsible for the worst crimes possible, when in fact, some of the cases, have been committed by those deemed as our protectors. You can understand the concern. The majority of officers, throughout the country's police forces, are genuine, sincere, committed and are appreciated by majority of public. The wayward 10%, who are a stain on the forces integrity, need to be identified and removed.

I go to a music festival in Spain every year, and the Guardia Civil (a military police force) runs the security there, and I can't imagine the MPS being as professional or having the capabilities they have. You can see they are way more humble and capable and chill.

He is still defensive. People operating out of privilege never recognize their biases unless they go through a learning process open to fundamental change. Unfortunately, in my view it can be described as a racism institution. As a result of my own experience that happened to me on 2003 with police officers, since that occasion I don’t trust them at all until today, as well as avoiding their help or any type of treatment.

there needs to be an agency set up detached from the police and government so they cant intervene but still have it be government funded that can review complaints independently and then submit reports to higher ups and publicly posted otherwise its always going to be a case of " we looked into ourselves and we did nothing wrong". similar how to Australia has the anti corruption agency

Train police officers to not take off their ID number and body cameras and to not infect their female colleagues telling them to rub a noxious item clearly left as a threat on the post box of a victim, on the back of the female police officer hand! It caused a massive infection!

I have zero faith in these police talking heads. they don't understand what institutional racism means. institutional means that it is not personal, it doesn t mean every individual is racist. it means the institution itself has certain codes, rules, language, culture that demands its members to act and be in a way. it refers to a constant pressure to be in a way that the ideology under which the institution functions demands. then the policeman said, if you listen to mainstream media you are right not to trust the police? what did he mean by that? is it mainstream media s fault that trust has eroded?

I hope that the met along with protecting women and girls also stop beating men to death( once in hand cuffs of course ) thousands of men have been beaten to death by the police in the last thirty years .I really do hope they change that behaviour. Real punishment for police who break the law by beating or killing members of the public and civilian oversight of complaints instead of police investigating themselves and coming to the usual conclusion that not only did officer X not break the law when he beat a child unconscious but he or she is a hero because they injured their toe kicking the child in the face

@@jayc9075 I’ve looked and the vast majority of deaths in custody are natural causes. There are some suicides and a handful of homicides (the stats don’t indicate of this is by police or a fellow prisoner/other). So you are grossly exaggerating

@Henry Adams eh, initially it was Lecturer/Teacher but seeing how poorly they're paid/treated I'm reconsidering other serious career opportunities. I could go straight into being a detective and skip the grunt work of being a PC because I'd have a degree. Salary seems alright, but I'd mostly want it for job satisfaction if there is any.

Detectives ain't daft, I know someone that did forensic type uni stuff, joined the police, and is training to be a detective, but still the uni you went to, the grade you got, the type of person you are etc all factor in, lotta people been uni that still haven't started paying that debt off cos they're not earning a high enough salary.

Newcastle police were horrific to a mate who is an older unpaid family carer and when her loved one became delusional after being unsafe discharged with no notice from CNTW when two staff caring for him left for various reasons. Mate was regularly thrown out in a bad way by police and questioned only if she received a carer's allowance!! The same question the sergeant had when she rang to find out what was going on. The female sergeant never asked my friend if she was okay and for more information just 'do you know why he rang 999' like pc pld fgs. Mate said no. Sergeant serious voice 'he said he has someone in his home for 30 years and cannot get rid of them'. On one occasion accused of removing a three piece suite from the home she was still put out leaving delusional vulnerable loved one in danger and she too. Also on one occasion during the night asked if she could hurry up as the attending officer was the only one on duty with a taser. A whole train wreck followed with dumber social worker attending causing such harm when at the end of the day it was the mental health services who failed the family

His choice to use the words "mainstream media" was quite telling. Not only does that suggest that he prefers some form of "alternative media" that we can infer would be more pro police, but we have to consider where the term "mainstream media" comes from and who uses it. It is worth noting that at this time the phrase "mainstream media" is used primarily by overtly right wing new media outlets, predominantly those preferred by the alt-right, as well as conspiracy theorists (Qannon, flat earth etc.) so it isn't a good look for a spokesperson for the police to be casually using the language of these groups whilst defending the met from accusations such as racism and misogyny. Then we have to look to the history of this rhetoric. Whilst the term that was used most closely translates to "lying media" rhetorical attacks on popular news outlets in this manner are usually traced back to Joseph Goebbels, who was the first political actor to successfully spread the idea that the press were controlled by a "other" who is willing to mislead the public. Obviously in his case the "lie" was a refusal to blanketly blame various ethnic groups for all of Germany's problems. I'm not saying that the metropolitan police are represented on television by literal Nazis, but the casual way that he threw out that phrase without contexts suggests that he is familiar with the work of people who are comfortable repeating this rhetoric. It's concerning.

We must disband and abolish the police. Firstly with the firearms units. There is no need to have them in a progressive country. Then we should aim at abolishing response teams and safeguarding teams. These jobs can be done by psychologists and care professionals/youth workers
