Bc they want to use the ignorance to fester themselves in power. Now they have a largely illiterate north n poor hence the cause of the insecurity in the north. That's not to say the east or west or south dont have massive poverty n poor leaders just that for now the north is worse even when they have massive potential for wealth in agriculture n solid minerals. So the east also have a massive poverty problem as well.
