Dear Gov. I hope you nip security in the bud. To do this, I recommend you reduce the ungovernable areas. For instance, in places like Baga & Dubiu, where people are cut off from civilization, allocate these lands as a grant to the military and other security agencies. Turn half the state into a military base if need be. Support them with preliminary structures if you have to. Next, every cattle rattler belong to a cooperative. Identify them, register them and regulate them. Insist that every cattle rustler must pay the equivalent of a cow as license. Convert the cow tax into revenue, aggregate all the rustlers across each LGA, and build them a befitting ranch. That way, you disincentivize rustling. Tax them using cows, penalize them using cows if they rustle across the state then encourage military operations on a weekly basis to clear out deviants. I reckon this will help.
