with the exception of the Secrets of the lost city starter decks which were half decks, all starter decks were composed of cards that were the same across all similar decks and cards that were on rotation so even if you ignored the 4 extra rare cards you got with the deck, if 2 people got the same starter deck they would not be exactly the same as they could come with different creatures or battlegear.
