I'll say this, sometimes when people get caught doing something wrong they become desperate. Imagine your co-workers getting mad at you for something, anything really... Now imagine every single one of your co-workers has a gun strapped to their side... This cop is desperate as he's stealing $900. Desperate people do desperate things.

The bigger issue is that officers don't deal with this type of situation regularly so they're reluctant to point fingers at their peers, because protocol/SOP is unclear or it's simply unchartered territory and no one knows the correct course of action. Credit to the victim. He remained calm. He kept his eyes on Chapman's hands. He didn't reveal how much cash until she counted it so he'd know some was missing. He didn't touch anything so they couldn't accuse him of planting it. He waited until after they found it to say how much it was: "About $1000".

If you watched all the videos she does her job in the end. Same with the original officer who pulled him over. It was only officer Chapman who was dirty. Give credit where it’s due, it would be awkward to have to call out a coworker. But they were honest the whole way through. Telling him to take it down a notch is alright considering he had a warrant out for his arrest.

No I believe what she said in the car. She did not see or hear anything, when he said from the car it’s all good she wanted to believe the officer. But she also didn’t 100% believe him so the sarge took over and you will notice that is when all the body cams came on.. except the thief’s body cam. She was nice and respectful the whole time. Actually she needs to be further investigated and if she has a clean jacket (file) then she needs to be promoted!

All it would have taken her was a few seconds to say ok, let me check the car...but she didn't. Then she don't want him to talk. (3:38) After pretending he didn’t just see the theft and looking away, the man makes Sarge look AGAIN, and Sarge saw the money being moved AGAIN! (3:52) The man then says “Look, he’s moving! OMG, y’all aren’t gonna check him?” (4:04) Sgt. says “I’m not going to let anybody take your money.” (4:06) Sgt. gets upset bc the man took their ability to deny the theft away by watching every single movement and directing attention toward it. (4:08) Sgt. gets frustrated bc the man won’t stop watching the thief AND giving the play by play while the camera was rolling like Howard Cosell… So Sgt. LITERALLY commands the man to STOP looking at the thief and instead to look at the Sgt.! And that’s CRAZY-work! The chick tried to distract. And the Sgt. tried to stall.

I completely understand why he didn't want to just state an amount of money that might not be correct. Also, he was only being told that he was going to be sure to get that same amount of money back after being released from jail (not the amount of money that was stolen from him). I'm glad he was so incredibly persistent. He certainly deserves an apology from all of the staff who weren't doing what they should have in searching the car/Chapman. And Chapman's apology rings hollow. The one who deserves the apology is the one who was the victim of his theft

Citizens have actually told them the penal code…it literally couldn’t be any easier than that. And they STILL arrest people for things that are not crimes. Even if a cop can’t look up the law, all they have to do is make a phone call. It’s disgusting the way their goal is to get someone in cuffs and out in a cage. Most of them will stop at NOTHING.

And the Sergeant was even worse…because while Chapman was stealing the money, the victim (Moon) pleaded to the Sergeant : “Look at him!” …and the supervisor immediately replied “look at ME”. 4:08 I’m just glad that EVERYONE now knows without any doubt that Moon was the one who behaved with integrity, intelligence and class.

Factor that in with the dynamic of an accusation against a fellow employee in a job where you often have to rely on those fellow employees in actual life and death situations. To be honest it felt like the Sargent really believed his officer was being truthful. He trusted him so much that he let the man check his car, if he hadn’t done that he would’ve got away with it. A bad Sargent would’ve just backed his officer and never gave the time of day. I hate cops as much as the next guy, but gotta give credit where it’s due

@@alejandrodelgado4298 in the bike cops bodycam video you can see the Sargent lets Chapman go back into the car and mess around with the money in the door while the woman counts. After that, yes he does open the door for the victim, but I really think he just assumed Chapman would be smart enough to hide the cash better since the Sargent let him reach in and fiddle around in the door while the lady counted the money. If he's not in on it, he's not good at his job.

Clearly the arrestee is saying the money has already been stolen but they ALL act like he is worried the money in her hands is going to be stolen when clearly he is saying Chapman already stole the money. What a sad shame that we can't trust our police... How many times does and has this sort of thing been unpunished and swept under the rug??? This incident was by no means an isolated thing and should scare us all half to death. Also, no one is talking about the fact that the black officer keeps trying to get the guy to look at him and take his eye off the thief cop. That was an old trick to help the thief officer get away with it. Very sad situation here.

She was distracting the entire time. Good on Mr. Moon. Cops don't become Psychopaths... Psychopaths become cops. Now imagine their Home and Personal lives... their Wives, husbands, sons, daughters... there is no "off switch".

If you look at Officer Larks body cam you can see the sarge lets Chapman go back into the car and mess around with the money in the door. Its while the female is counting, so it's out of frame here since this is her bodycam. Only after giving chapman time and access to move the cash does the sarge open the car for the victim to look.

I think that once he saw the money the first time the supervisor looked in he called someone probably his superior to see what the next move should be for the situation. The sergeant going to the door was his way of revealing the money he already knew was taken in the car.

Its hard to believe that an agency with 1900+ sworn handled a grand theft/tampering with property crime in progress by on-duty uniformed officer in front of other officers like they did. This agency clearly lacks leadership, integrity and policies. There should have been a watch commander called to the scene.

"we're good" along with a meaningful glance 3:20 Chapman gives female officer a long, pleading save-me look. 3:32 Sergeant stares directly at Chapmans hands and lap. Chapman appears to be palming something, described as "tucking money" by Mr Moon. 3:39 again, sarge seems really interested in whatever Chapman has in his hand. 3:41 strange freezing in place reaction from Sarge to whatever he is watching. His hands even drop in what could be disappointed surprise. I think he's deciding whether to say something here. 3:54 you see the what ends up being the bills palmed in Chapmans hand. Did the Sergeant see them? Maybe. 3:56 Chapman drops the cash into his lap 4:11 Chapman looks at the door panel and clumsily tries to shove something towards it 4:15 money on the move again 4:17 the Sergeant almost certainly sees the wad of cash NOW, as its being shoved toward the door and he looks down at the area, clearly distracted by whatever he sees. He seems to be watching it happen and begins to stutter. He is saying "I can see his hands." while Chapman appears to move the money around. 4:25 Sergeant points at the exact spot the money is and says in an odd cadence "there's more money in here!" 4:37 Chapman looks at the door panel, appears panicked by what he sees and immediately adjusts something in that area again. Keep in mind the Sergeant has been looking in there, if cash was sticking out HE SAW IT. Sarge gets the officer out of his car and the female counts the other money and distracts Mr Moon (on purpose or not) while 11:11 Chapman the thief is allowed to reach back into the car to tuck the money more securely (this action is more clearly viewable from bike cop Larks bodycam, i encourage you to watch that also). The Sergeant obviously sees Chapman do this too and probably assumes the money will *now* no longer be visible and feels safe finally opening the door. 13:11 Sergeant only opens the door now, after he has seen the thief has had a chance to secure the visible money. He watched Chapman reach back inside. 14:20 female cop seems to try to back up Chapmans denial about the rubber band, even though they have already found the stolen money. Bike cop Lark is the only cop not looking crooked in this video.

The RUBBING EAR signal Chapman gave to the female offer at 4:00 was his way of telling her to CONTINUE helping HIM out the way she was by trying to get the guy to admit to a monetary amount so he would be wrong due to the missing money at that time.
