I'm a bit old so I've watched this happen. Yes, awful. I don't have the scientific answer but suspect the reasons are not to hard to find. One is the fact that people were kept in line by social pressure. If a grown person acted like a dick then a group.of adult males would basically threaten them to stop and they would not be in trouble if the person was truly a duck and acting out. I lost my friends 3 year old in London many years ago. Looked away for a second and she was gone. Wandered off around the corner before she realized she didn't know anybody around her. When i was 2-3 years old my parents went shopping in a large grocery store, in the middle of the store there were a fenced off play area for children guarded by an store employe.
