I'm a bit old so I've watched this happen. Yes, awful. I don't have the scientific answer but suspect the reasons are not to hard to find. One is the fact that people were kept in line by social pressure. If a grown person acted like a dick then a group.of adult males would basically threaten them to stop and they would not be in trouble if the person was truly a duck and acting out. Nowadays it's all about whether the duck can sue someone. Another thing is people begging. You NEVER saw it. But people had next to nowt.
