It says they had more money to invest on it since it was a hugely appealing new medium plus there was less research on optimizing animation(also due to being a new medium) and let's not forget that tastes change. Good and smooth still exists, and while rubberhose animation looks fun, nowadays it's not really appealing in the long run, and it's so incredibly time consuming to produce. I'm an animation student and I can tell ya, animation takes time, good animation takes even more time, time is money, money doesn't come from artists but rather corporations who want it done quick and cheap.

Yes it was smooth back then, but it did end up looking alot stiffer due to the excessive amount of inbetween frames. Modern day animation now is done on a lower frame rate and have this technique called easing, which makes movement look more natural
