The real question is, How many cops does it take to arrest two idiots in a stolen car? In LA apparently at least a Divisions worth. Of course you gotta know that the crime rate goes up in other parts of the city as more cops get involved in the chase.

I worked loss prevention at Caldor while in college. When kids were caught shoplifting and mom or pops were called (note: usually mom showed up), and once the kid was released and out the door, mom usually never held back. Verbally and physically. It was usually quite a show, and we knew that mom's punishment was worse than the police's, or them being banned from Caldor. It reminded me of when my siblings and I were kids, boundaries were set, we knew right from wrong, and heaven forbid we did something egregious...

What I still find ridiculous is the amount of pointless limits that are placed on the California law enforcement units. The no PIT above 40mph is just dumb. Not blocking or not concentrating traffic into a controlled area ahead for a few minutes. Not setting up an armed roadblock in dangerous cases. Not using units to block roads around a neighbourhood. Not really using what the helicopter can see efficiently, specially in a city where directions can be clear. Etc. A civilian with a baseball bat could stop a car driven by a felon much faster in many cases. No other State is as ridiculous as California is. Heck, import a few Arkansas troopers and see how much faster things are really done.
