SIRAJ has even better stats than Bhuvi in last two IPL seasons.(Since Bhuvi is only playing IPL am comparing the IPL stats) Keeping this all apart i can still give you the reasons.Mukesh and Vaibhav are not ready(Do you remember the time when we took the new toy varun chakravarthy to the T20I WC??
