I love blue hour for couples! It is my absolute favorite even moreso than the golden hour because it has such a romantic feel.

what you have referred to as a "blue hour" is better described as afterglow or "magic hour of light"; and the real "blue hour" comes right after that - where city lights will match sky brightness, and you will really benefit from it shooting buildings off tripod. Little thing but helpful.
