is the absolute uncertainty always given? or is there a way to calculate it?

The short answer is no, but it really depends on the instrument/glassware you are using. For example, almost all volumetric pipettes have the uncertainty marked on the pipette itself, but if you need the uncertainty of a graduated cylinder, it may or may not be marked on the cylinder itself. If you can't find an uncertainty on what you are using, it is best to ask the manufacturer. They have run calibration trials and will know the uncertainties of their instruments/glassware. If you wanted to calculate the absolute uncertainty, you would need to either run the calibration yourself or have the data from the manufacturer. I hope this helps!
