I'd strongly recommend against TU Dortmund. At least for (bio)chemical engineering. The faculty of BCI includes several different chairs. Some of the professors are biologists or pharmacists. I only know two who are chemical engineers by there own. Therefore, most of them have no understanding every single discipline in chemical engineering and no practical experiences. Furthermore, the exams have high failing rates because the quality of teaching is insufficient. TU Dortmund wants to get on the same level as the famous technical universitys as RWTH and KIT but hasn't understand yet that they can only achieve that with improving their own quality of teaching. If you want to focus on scientific fields I'd go for KIT/RWTH. If you're interested to get a practical oriented education, I'd recommend one of the Fachhochschulen.

is this degree program fully taught in german? or is that possible to study some disciplines in english?

However, the different departments may offer some modules or lectures in English as well.
