Magnus has been on either side of that situation a number of times now. And it is not out of disrespect either but rather he is frequently over booked by his handlers. Yet he does not want to blow any one off or come off as rude/spoiled. So he tries to honor every single commitment put to him even if it leaves him with virtually no time for error. Magnus truly is trying to be the best ambassador for the game.

Ive seen this happen before where the opponent held the arbiter off when magnus wasnt on time. After some time, arbiter started the clock anyway and burned 5 minutes of time before magnus finally showed up. The opponent then let his clock run down to match Magnus. Thats simply sportsmanship.
