It's probably tied to property taxes and average home values in the area. They don't want to attract the "wrong" sort of people into their neighborhood, i.e. people with lots of money who will drive up prices and force the poor folks out of the neighborhood. It's better now because this is after they tore down the high rise projects.,, Robert Taylor Homes (Largest Public Housing projects in the world,) Stateway Gardens, etc. The streets were much more crowded and dangerous in the 1960's and 1970's
