If you watch any police pursuit video on youtube, the ones from the cops perspective. In city pursuits with heavy traffic, with a helicopter they will terminate pursuit in risk of public safety and just follow them till the stop/run out of gas. Dude really wasn't going to get away with a bird follow him. Chicago is dreadful when it comes to traffic and over there especially during rush hour (2pm-7pm) it's abysmal lmao. U saw how the dude was driving how would they chase him when he driving on sidewalks with civilians walking on said streets. Where would they do a pit maneuver with all that traffic. It's pretty common to cancel the pursuit in a high speed pursuit with these conditions.

Car chases are not just a criminal driving that should die as soon as possible. There could be a lot more going on inside the car, for example, a kidnapped civilian, kids, a panicking civilian, what not. Cops, in theory, have cars specially designed for hamming, out-swerving and out-running any common auto vehicle, but what can really be done in most cases, for the sake of not killing innocents, is to just keep on the tail of the suspect until cops successfully box, spin or block the suspects' car or they make a mistake that totals the vehicle. Even then, cops can't chase too hard so to not induce the suspect to crash hard or run over pedestrians, to preserve their life and the life of innocents. A common strategy that takes time to give fruits is to induce the suspect to drive into a street or piece of highway easy to block, taking away their options of escape little by little by blocking the sides of interchanges or driving side by side until they drive into a long stretch of road with no options. Again, cops CAN kill the suspect very easily and quick, it just isn't the best strategy given possibilities.

In most states a "police chase" means police following a vehicle for sometimes hours waiting for it to kill someone or run out of fuel...even leaving a gap for it to escape in case they accidentally box it in. In other states (e.g. Arkansas) they end the pursuit as soon as possible.
